Rev limiter settings

While at a test and tune today I had a friend drive my truck on the track. He said at the end of the pull that he could only get 2500 rpms on take off and was thinking he should have been able to get at least 4000. The question is, is there an adjustment I'm missing to get a higher WOT off the line? I was using the rkl tune on my 1r12 version cal # 25325351AG. Thanks in advance. I'm looking for a tuner in the Toledo NW OH area to maybe get a custom tune and dyno. Other then the rpm issue truck is running great.
05 dodge 3500 2wd, 6 spd NV5600, high flow air intake, 3in manifold intake, 2in lift blocks, raptor100 fuel, trinity T-1000, glowshift gauge kit, 5" dual stacks, BW s366 box turbo, 2nd gen swap.

No, thats a function of the torque converter...

But I have a manual. Sorry just noticed in sig that that's not in there.

Ahh, OK, maybe there is a neutral rev limiter, unfortunately I have no means of defeating that currently.

Hey no worries. Didn't know if adjusting the top end would help or not. Just wanting to launch at about 3000 rpms and take it to 4000 down the track. Guess I can wait til I get new injectors in it and look at some custom tunes.

Ok let me ask this. With the S366 turbo, and the mods I have now. What would be the best rkl tune to run to get the most out of my turbo?

might need to experiment, thats not something we have spent much time testing ;)
