Can VIN# and program be changed on modified pcm?

Hello...I'm new on the forum and I recently purchased a 2016 Challenger Shaker R/T. I heard to get biggest result in HP gain I need unlocked computer and programmer. There is someone selling his Diablo modified pcm and I3 tuner but I wanted to know if the pcm can be rewritten with my VIN# or no? Any info or advice is greatly appreciated .... Thanks!
