Can I update my DiabloSport Tuner on my tablet?

I don't have a labtop and I was needing to update my Update my DiabloSport Tuner And I haven't used it in a few years.
And do you know If I can trade my Tuner in on a newer one?

Only if it runs a full version of Windows.
