5 % CO level not the air/ fuel ratio

The CO Level measured at the exhaust during the dyno run.
The 9,5 % CO indicating that the air/fuel ratio is to rich and you can go down to approx 5 %

Hi There,
I've got a predator 7145 (9r07) for my 2008 GT
As I checked my custom tune on a dyno I had the problem that there is no change in CO level at the WOT 4K-7K range between 0 (standart) and shift to 9 % lean (in steps).
The CO level still stays at around 9.5 %
Any Idea what reason that ...
