yes you have to mod the pcm to do any tuning.

you can buy licenses through ignition or over the phone by calling in.

You would need a 2nd license to tune both vehicles at the same time.

You must have the pcm unlocked to tune any 2015 or newer Chrysler products.

You can add 25-30 licenses to one tool and tune that many vehicles with one device if you wish.
