that means it was previously tuned by one of our devices. what vehicle is it?

Have the same...locked licence to an old car that is sold...so possible trade in to a new version? What best price? How about unlock the device? Price? What the big difference between this old unit and a new one? What benefit?

it snot uncommon to need to update the pcm, which it only knows about once you connect to the vehicle.
Let it update again, and then load the update to the car, then it will let you tune.
