need help, waste gate duty cycle explained, srt4 ngc3

can someone explain how this works..

here is the situation
-lines are connected "stock" from compressor cover to solenoid to top of wastgate , 3bar if that matters
-just driving around the "turbo waste gate duty cycle - turbo wg dc" is 0
-at wot 1st gear turbo WG DC is about 60 %
-in 2nd gear WG DC is 100 %
-in 3rd gear WG DCis 100% and hits boost cut..

Question: does 100% mean the ecu is trying to open the waste gate or close it?

10% is closed to get all the boost.
