Trying to put in tune. VIN not available

Ive been trying to put in my tune for 6 months now. But I only get VIN not available. Tried to put it in manually. Didn’t work...
Connected a Tech2 to try to reprogram VIN in the PCM. Didn’t work either... What am I doing wrong?

The car is a 1999 Camaro LS1

Never seen one of them without a VIN, unfortunately the device will not be bale to program the VIN on that application.
