problem with speed limiter u7194

I was testing out my new 7194 on a 2007 Avalanche, and when I tried to set the speed limiters 1 and 2 to 30mph and then set speed limit to on, I noticed that it did nothing and my spedometer flew past 30mph and increased like it normally would. Shouldn't the injectors cut out when I reach 30mph and make that the max speed with the tune installed? is the programmer not uploading the program properly?
