2004 Silverado 5.3 had updates done now wont let me reprogram it following repair

Are we talking about a Predator?

What is the revision?
Did you restore the stock tune prior to going to the dealer?

132040 is the part number the truck is a 2004 chevy 2 wheel drive half ton extended cab

yes i did restore the stock tune prior to an intake gasket replacement. The shop also wiped all the memory he said and restored the computer with all the updates and such.

sounds like he updated your pcm to a newer calibration ID that is not supported...
