if i clean out my converters can i make an adjustment with the programmer, to stop a light. it still needs to pass inspection when plugged in at the shop.

If you turn off the p-code caused by converters being removed or gutted, then you will get incomplete diagnostic readiness checks. the inspection will fail because the diagnostic readiness checks will never complete even though there is no trouble code in the computer.
The only way to pass the computer scan portion of the inspection is to put the stock tune back in and that would require you to have the stock cats back on in good working order with a complete drive cycle completed.

I would take the cat assembly off, keep them for later, and then install a delete assembly that can be swapped. I would then have 06monteSS make you a simple tune to turn off the p-codes generated when you remove the cat and you can return to stock with the cats installed for inspection purposes. You could also turn off the COT system with predator when you remove your cats.
