2006 silverado rev-limit

I have a 2006 silverado 4.8l with true flow intake and predator U-7192. While torque braking the engine RPM only reaches 1500rpm with the diablo tune it reaches 1700rpm. Is there any way to resolve this issue to raise the RPM?

You are seeing the max stall speed of the converter, it is not a limiter.
To make it hold a higher RPM on the brake, you would need a looser converter.
