At What Point Should One Consider A CMR?

I have an '06 Ram w/5.7L. I have installed a K&N Air Intake, BBK Throttle Body, and have a flowmaster dual exhuast (not a true dual). The problem I am having is that at 3/4 to WOT from approx. 3,500 rpm my air fuel begins to drop to as low as 11.1. I have been reading on this site and found the computer does this to help preserve the cats due to temp. I have been logging cat temp, but what woudl be considered overheated? I can post a log, but I want to lean it out from 3000 rpm a little but do not want to kill my cats.
I only other option would be a CMR correct?

Yes, a custom tune can change the COT settings, but you will run the risk of damaging the cat.

What would be a safe operating range for the cat?

Also, I am assuming that even if I were to lean the fuel out from lets say 3500rpm it would not do anything due to the COT. Correct?

Well this makes sense as when I put on the exhaust it leaned out (it was dropping down to 9.7). Is there something you would recommend to help with COT that would not risk damaging the converters, California legal converters are hard to find and costly.
