downshifting parameters 7195

I was wondering why my 2003 5.3 silverado doesn't like to downshift from 2-1. I have a huge dirt hill road to get to the main road and the truck shifts into second very quickly and then seems to bog instead of downshifting to 1 going up the hill. Where should I set the shift parameters to get it to shift to 1. I'm going about 15-20 mph and it won't downshift. Thanks
