u7170 not working when plugged into diagnostic port

I have just received the u7170 for my 99 f250 but when I plug it into the diagnostic port nothing comes up on my screen I have checked all my fuses and my cigarrette lighter works fine can't seem to figure out if its not getting power or if something is wrong with the tuner. Has anyone else had this problem before?

plug it into any other 96 or newer OBDII port to see if it powers up.

Does your cigarette lighter work? The lighter & OBD port are on the same fuse....
