a little help please

i recently bought the delta chip for my friends 2003 mustang cobra and had it installed as well as a 2.81" pulley and when it was all finished the car would not start on tune 2 or tune 1 and would only start on stock tune and when it was driving as soon as he got on it the car built a little boost and it had major hesitation like as if was hitting fuel cut so we were told maybe the ecu would need to get used to the chip so we drove it for about an hour and still have the same problem any suggestions????????????????
also it cut out like that no matter what tune the car was on

No, there is an issue with the tunes that were put on the chip.
Contact the dealer that burned the chip and have them try again.
