Do you have to be a dealer to get the tuning software? I currently have a Revolution chip in several of my cars and a Predator in my diesel. I would like to look into making my own tunes without going to something like Megasquirt or FAST.

Yes, its a dealer level tuning suite that costs $2500....you dont have to be a dealer, if you have a spare $2500 lying around.

Does it come with the stuff needed to write/burn the chip?

The ford package includes the chip burner, yes. It is only for the CMR/revolution sytle (black) chips, not the older red delta chips.
