How to determine if U7194 is vin locked or been used?

How do I determine if U7194 is vin locked or been used? My father in law had this in his garage and was given to him by a friend that bought it and never used it....so the story goes. I wast to sell it to fund one for my 2006 silverado 5.3.

Power the tool up and check the last written tune. If it says anything other than Original Backup it is locked.
