How to determine if U7194 is vin locked or been used?

I found in my Father estate a U7194 and an item that looks like it could update the U7194 from your web-site it includes a power converter you plug into the U7194 and the other into a wall outlet. Also a serial cable that plugs into the U7194 and the other end into a computer. Both these items look new and not used. He owned a 2006 Z06. I found a lot new items that were never used that he purchase for his Z06 before his death. How do I tell if this U7194 been used or locked to his Z06. The Z06 was sold recently.
