Dodge cummins programmer issues

2005 Dodge 4X4 2500 cummins i am having an issue ,when you step on the throttle the rpm,s don't come down.
Even when it is in park the rpms wont come back down either ! You have to turn the engine off.
And it has a rough idle.It has the latest update.
When i flash the tunes the abs lights come on and after i drive a mile then the lights go out.The truck surges going down the road. When i flash it back to stock everything is normal.

Thats not uncommon for Cummins once they are tuned.
