Predator won't load

I bought a 99 F250 7.3L and the guy gave me a predator 7r19z with it. Every time I try to load a program it reads it can't because there's an existing code. The guy said it didn't have any tunes on it but who really knows I tried to Force the original back up but it requires a password. Any help I can get would be appreciated Ford wants $150 to reset it IF it even has a tune on it. Please help!

sounds like its married to another vehicle, it can be unlocked for $129.
