Unable to connect to PCM: Error Code 16

I have a 2000 Ford GT 5speed. The vehicle was originally an automatic. It has since been replaced with a newer engine as well. Bought it off a guy who has already done all this work and one of the things he told me was "It has a Diablo Sport chip installed, but it hasn't been setup on the computer yet". So I bought a tuner (Diablo Sport i-1000) in hopes of setting it up and also fixing the speedo. It reads twice as fast as the car is moving because of a 3.73 gear setup. I update the device, plug it into the car, and during trying to read the current setup to make a backup, I get an error code 16 "cannot connect to PCM". The scan tool for data logging works fine and reads the cars stats.

Could and probably is an easy fix, but I can't find anything as of yet on Google to help me out on what I need to do.
