Changing idle setting in the tune does NOT change idle

How many others are experiencing the same problem? I want to drop the idle from 700 rpm to 600 rpm and have made the change in the tune but got no results, still idles at 700 rpm.

2013 Challenger R/T
5.7L
6 speed
3.92 gear
BBK shorty headers
Straight pipes
Diablo 93 oct tune.
2013 Challenger, 5.7L, 6 speed, Hurst Shifter, 3.92 gear, Jazz Blue with red hood to fender stripes, and Super Track Pack.

many cals will not allow you to lower the idle based on emissions regulations.

I see, that makes sense. Can the idle be changed with a custom tune?

no, in this case it can only be raised.
