2004 F350 6.0L Diesel will not start with tune

I recently tuned this truck again. I have had no issues in the past but now do since a few updates.
When the PCM and the TCM get tuned, the PCM does not get commanded back on. No fuel pump runs, Glow plug activity is uncharacteristic, and the truck will not turn over. When restoring, the intune does not detect the PCM to restore but it forces update after a few attempts and the truck runs fine with a stock tune. What can I do to fix this? I have checked to see if there are any newer updates but the updater says it is up to date. Info.xml is attached.
I have tried only the 65 hp tune and the 65hp tcm tune. Again, these have worked previously.

Ok, after trying a few different things, I am still in the same boat. I have had the working tunes saved from before. I imported them into the intune as custom tunes and tried loading those with no luck. After each tune is written and complete, I do not hear the fuel pump kick in as it usually does. However, when I get the backup loaded, this works fine. There are no indications or errors during this process. The intune says it completes successfully.

When restoring the stock tune, I will have the error popup that says no ECUs Found. Check Ignition Key. This is while the key is in the run position. I will press the checkmark to retry. This happens twice. Then the no ECUs Found. Check Vehicle cable message shows up. I press the checkmark to proceed. Then finally Restore original backup to vehicle and release vehicle license message shows up. when pressing the checkmark button, everything proceeds normally and the vehicle is restored to working condition.

How can I get this intune to work with this vehicle again?

Update: It seems as when the speed limiter adjustment is modified, both PCM and TCM tunes fail.
