I went to turn it off and it looks like it goes to 10% then it fails. I did a search here and I get the impression that it did in fact turn it off that its a glitch in the software that my i2 displays that it fails. Thoughts?

I also noticed on, for example, MDS that theres an * in front of disabled. I would assume the * means this is the option selected.

Yes, and yes.

If ABS/TC/ESP lights are on the dash, it disabled TC properly despite the failure message.
