Another Windows 10/ usb on DSdownloader

I'm trying to add an e85 tune to my diablo predator tool.

I have windows 10 home and it cannot locate the tool. I get the USB code 10 .
Version 2.3.1.0 Diablo Sport Downloader
U7134
I have tried running dsdownloader "run as administrator"
I have changed the bits per second to 1150blahblahblah
I have download the newer version that works with 10 supposedly. I have downloaded several drivers that are supposed to fix this problem. Old cable stuff blah
I have not updated the tool. Is this absolutely critical? One of my friends updated the tool and it messed everything up for a month. I'm reluctant to try. Not that I could if I wanted to as the program doesn't reconize the tool.

Also disabled UAC because I'm on a laptop. I've uninstalled drivers and installed older versions as well.
