Tuner not 'booting'

2011 Dodge Ram 1500 5.7

Vehicle has been tuned for a couple of years and no issues. Recently got a CEL and plugged the tuner in to diagnose. The tuner powers on, well lights up, but never goes into it's OS. It's just a lit blank screen. I connected it to my PC after launching the update agent (to see if it would respond) and the update agent doesn't appear to see it. The tuner is lit with no text on the screen when attached to the PC as well.

Is it fried?

I was able to diagnose the CEL with another code reader.
