i3 w/ PCM Swap- No Vehicle Found

Hello All
I just installed the Unlocked PCM that I received from DS today and the truck won't start.
It won't even crank.
Everything else seem to be working fine as far as instrumentation, door locks..Etc

I updated the tuner and plugged it in and it won't get past the "turn on to RUN position" so I went into Vehicle info and the date is set to 1/1/2000.
VIN: No Vehicle Found
Cal ID is blank.

I then plugged in another scanner that I have and I'm not sure if this plays into this issue or not but the Cal ID is different than the number I submitted with my order.
No VIN displayed on that scanner as well.

Please don't ask me to check the connectors again. I went over them several times and they're clean and seated properly.
There are no issues with them.
I also performed soft/hard reset more times than I can count.
Does anyone have any ideas or suggestions?
Since I'm now stranded, any help would be greatly appreciated.

is this a 19+ vehicle?
if so, did you perform the step of reading the original pcm, then loading that to the new unlocked pcm?

Hi Mike
It's a 2015 Dodge Ram Big Horn, 5.7 Hemi.
I followed the directions, step by step.
Nothing worked..
