9r03 vs. 9t02b for U7170

I was not able to use the 9t02b. It shifted rapidly between 1st and 4th and skipped 2 and 3. Does the 9r03 correct that problem? The cal id in my Excursion is VNAB6Y2.

I need to be able to switch back and forth between tunes for daily driving and for towing. So, custom tunes do not work well due to all the extra steps.
