Ok so I did some tuning tonight and got pretty close except I am way rich up top.

If I were you, I'd wait until it got a little warmer out to pass judgment on wether you actually have a "problem." Imo, you should not expect the boost levels to remain as high as you'd like, when ACT temps are so freakin cold. The PCM is reducing boost levels on purpose.
The PCM uses a calculation of Mass Air Flow to determine the appropriate boost levels. Mass air flow usually increases as the air temps go down because the air's density increases,,correct? As a rough guess, at 23F ACT, your 15psi at 6300RPM is around the equivalent Mass air flow of 19psi if the ACT were 80F.
Bottom line: I don't think you have a "problem". If ACT are higher your "problem" might fix itself

Ok I was thinking the temp may have something to do with the boost. I still cannot get the Fuel even close though. If you look at my AFR chart it just falls on its face in the upper RPMs even with me pulling 40%
From 5700-Redline I cant even get close. Im sub 10 AFR in that entire range, while I was able to get everything else in the 11s. Brian is there anything you can do in that range. I just cant figure it out.
