start up tune

I have a 90 mustang with a 347 and procharger will put out 550 rwhp
Is it possible to install a delta chip for the start up and then towe it to the dyno?
one of your dealers told me he couldn't do that.
I need to start the car to retorc the intake after warm up and adjust the valves and check if there are leaks and bleed the system.
the combo is new so need to do all of that but they don't want to make me a start up tune to set all the things so I can get it towed there

Can it be done any help would be great
