gear and obdII

i have an 01 mustang gt tunner is u7146 v7.r50d i modify parameters in the factor hp tune and when i go to install the tune it doens't take. things im changing are axel ratio 3.73 and making sure the obdII stuff is on like rear o2 o2 heaters cause i've been having problems with inspection and i think the previous owner of the vehicle turn it off

The factoryHP tune does not always work in all cars, depending on the calibration ID. We are currently working on a new revision update to address this and any other issues in the U7146.
Your best bet for emissions testing is to restore the original backup a few days before the test.
Keep an eye on the website or on these forums to find out when the new revision is released.

i think its off on the orginal back though and unfortinatly for me the car has failed 3 times because the sensors o2 sensors o2 heater egr and evap werent ready so i had to bring it to the dealership and there forcing the computer to do the tests which makes me believe the previous owner has it shut off

Was it the rear O2's only? If so, did you check to see if there are MIL eliminators installed.
