looks like the car is gone and ill have to restore it myself.....Thanks for your help

once i flash it it will be like new and work on my car? no other things ill have to do to it?

pay for the unlock, call us to have it unlocked, then its like its new, out of the box.

I also bought an inTune second hand and it said there is no licenses remaining. So if I have the previous owner plug it in then restore tune to stock it will then work on my car, correct?

yes.. if they restore the original backup stock tune to their vehicle, doing that will reset/unlock the intune and then you'll be able to use it.

Do they have to plug the Intune into their vehicle to do this? Or can they go to a dealership or something and have it flashed back to stock and it will work?

YES.. in order to restore the original backup stock tune to their vehicle from the tool, they would have to connect the tool to their vehicle to restore their vehicle back to stock original backup.
