04 Pt Cruiser GT HO getting alot of boost at 35k rpm

I have an 04 Pt Cruiser GT HO A|T Mopar stage 1 ECM with a AGP BWS turbo and K&N cold air intake. Just got my Intune I3 today. Plugged it up to my PC and updated it successfully. Went to my car and loaded in the 93 octane tune without issues. Went on a test drive and immediately noticed the turbo spooled to the max at about 3500K RPM in 3rd gear. Boost gauge read 16psi and climbing before i Immediately let off the throttle. So i came back home, loaded my backup tune back on to the car. Ones it was done, i disconnected the Battery for 20min. I come back loaded the other pre-loaded tune 89 octane i believe. And same issue. So now i loaded my backup tune back on the car, disconnected the battery, and come straight here to ask you guys what might be going on. No previous issues with boost control before.

as i recall, this is usually related to rerouted vacuum lines for the WG, or a replaced manual WG.
Any of those changes apply here?
