Help on making my laptop realise the tuner is plugged in

Ok, I have the right cable, driver and all other software downloaded...I plug in my tuner via usb and it does not recognize anything is plugged into my computer..I followed all troubleshoot advice and still nothing..any help???

in Windows Device Manager, your usb cable settings need to be:
Baud Rate: 115,200
Com Port: set it to 1, 2, 3, or 4...

Try the latest version 3.1.9.8
