Resetting VIN locked programmers

So, if I find a VIN locked programmer, can I send it in and get it reset and the hardware updated for $150? If the hardware is already new and it is VIN locked, could I send it in and get it unlocked for $50?

If it requires a hardware upgrade, yes, it can be sent in for $150.
If it is a newer tool, it can be unlocked for a fee by contacting our sales department.

Mikel - what defines a "newer tool". I have a locked programmer (sold my truck and forgot to put stock tune back in) How can I get this unlocked

That can be unlocked for $129 over the phone.
