LOCKED U7195

What is the proper procedure for unmarring a U7195 from a truck. It says factory tune under options/cartune. It is software V 1.03, hardware 1.00 When I try to do a tune it says that it is locked to another vehicle.
Do I need to Click downloads from the left of the screen then fill out the RMA request form,where I'll recieve an RMA# and an address to ship it to, usually within 24 hours.
Also while you have it, can it get a custom tune for a powerdyne 6 psig boost supercharger, headers, aand a 3" Flowmaster exh sys?
