99 C5 and U7198 questions...fan turn on/off??

Hey, in the fan settings...I have fan #1 and fan #2. There is on and off settings. I lowered the 'on' setting temp....but do I lower the 'off' setting?

I lowered the 'off' and I think they don't shut off now!!

Secondly....next week when I install headers and off road pipes (NO CATS), do I go into COT and do whatever it does?
