I have a older predator 99-02 (software Rev:2.12, Hardware rev: 1.01) and it has "buy ticks" what does that do?

Gives me order #'s line one 654603AD
line two A04F8E51
directions tell me to call distributor to obtain password.

What are ticks? how much will cost? what is the number to call?
