i have backed this file up from a 99 C5,, is it a factory tune?

yeah, this is not a stock file.
The fans are changed, and the O2s, EGR, and some other things are disabled.
As far as loading the performance tune, you should be fine, no worries.

it is a manual,,
no changes made in timing or fuel??
it is alright to load the SLP7197 performance tune,, right??
if i did,, fans and stuff will be set back to default/stock values??

can you elaborate more on the disabled stuff?
what is the current fan setting?

fans are lowered to come on sooner, timing and fuel are stock, loading the tune will be fine, everything that is turned off will stay off.
