possible issue with CMR tuner

Ok, so ive got my 04 1500 5.7 with some of the mods in my sig link. I am custom tuned with my Trinity. Ive got an Innovate LC-1 wideband. My tuning has NEVER been 100% dead on. I have always had RPM surges at various speeds or at coasting on the road. With that being said I assumed my CMR tuner would eventually get it worked out. But I know email tunes can be rough sometimes.
So thats one issue but not what Im really here for. My issue is somewhat related to Diablo not having transmission (TCM) support for the 04. Now I understand the 04 is getting old and newer things are out and the companies focus has changed. Im cool with that.
So to get around all of this, I went out and spent a decent amount of change for an 05 PCM and engine harness. This was to circumvent the lack of TCM support for the 04 and put me back in the game.
So I called my tuner yesterday (we have talked about swapping PCMs a few times already) and told him what i bought and what my plans were and asked him how hard it was going to be to take my base tune and swap it over to the newer PCM. I was told it was complicated and would be another $250 for the tuning fee!!
WTF? Im not changing trucks. Im not changing setups or engines or combos. Im changing a PCM so i can get better support from a product that doesnt want to support me.
Now, just to clarify, I understand this isnt directly on Diablo as a company. But is what my CMR tuner saying fair and accurate? Is it truthful because Im not getting the vibe that it is. Why cant he take the base tune and just change the VIN or CalID and adjust the tune accordingly as data logging still progresses. Again, Im not changing setups. So can someone please help me understand this??
