I bought a 7134 used & when I plug it in it says wrong VIN,# what do I do now?

Its locked. Gonna cost you $129 to unlock. Fill out an RMA request (in the Support column above) and then call tech support tomorrow.

Best bet would be to return it and get a refund, because the original owner didn't return his car to stock before selling it (thats why its locked).

can I finish the return on his car then use it?

Yep. Once the original car has its original backup returned the tuner will unlock.
