Unlock a Locked predator

I purchased the programmer off ebay and it was locked which I knew. I only wanted it for its code reading ability and got it alot cheaper then getting a code reader 
. I had one for my old mustang GT and liked the way it displayed the codes and cleared them. I have a 03 cobra and was told by somebody that for a fee you could actually unlock the unit and I could use the tuning functions. Think they said it cost around 100 bucks for yal to unlock it which would be worth it since I might want to get a custom tune at some point when I change the pulley.
