Look at this tool

They claim they can scan and tune any OBD-2 vehicle with a simple program. Wish it was that easy. I'd like to get into my parents Maximas computer and get rid of the damn tranny protector that won't let it go WOT.

nowhere does it say it can flash, nor will it for $30

It says "Increase Your Cars Break Horse Power BHP", which I took as ,like it says in the title, "ECU tuning software".
And "For example — it allows anyone with a laptop and a OBD-to-USB cable to "hack" their car's performance, optimize fuel consumption, perform live diagnosis and fix problems that mechanics usually charge $150+ p/h."

scroll down on the page here for their "service" they offer for doing the tuning/programing... you can't do it yourself with that software they're selling...

oh, and GM vehicles are not supported for their tuning "service"...
can only use their software for scanning/diagnostics...
