2003 cummins predator

been running a predator on my 2003 cummins. I recently got a california emissions 2003. My previous cummins is 305 hp and the california is 235 hp. When i am running a program in the california pickup is the horsepower the same as the non cali pickup or are the estimated numbers based off the initial horsepower of the engine?

they are gains based on the factory rating, but they difference is not as big as the numbers make it sound.
