Can't load drivers

I have a pedator U7194 v.9r21. I can not use the driver cd with my laptop because my laptop won't load a mini cd. I am running windows 7 and I download the drivers, but when I plug in the usb it said it could not find drivers. I have saved them and ran install, I have just tried running the program many times with no luck. I know the usb port is working because I can use other devices in the same port. Please help.
