boost and rail pressure question for mike

7186 9r08 06 LBZ, then I hook up and read boost It starts at 14psi when I am at idle but my gauge says otherwise. Why is this??? if it Atmospheric pressure??? and that is not boosted air.. and also with the 85hp program in why do I only get 18k psi rail pressure commanded? is the program lowering this pressure? everyone I know or talk to says this cp3 should be around 24k commanded and will 9r09 work on my older programmer I tried the 15 and it locked up
