Locked Tuner?

I bought a U7198 tuner from a guy on Ebay for my 99 Z28 and he said it was unlocked and ready to go. I got it and tried to install the tune only for the tuner to say it was tuned to another vehicle. Can this tuner be fixed or reprogrammed? I'm going to try and get my money back from the guy first. Any info would be appreciated. Thanks!

what is the revision?

If its up to date, its $129 to unlock it.

The tuner shows that the software rev is 1.03 and the hardware rev is 1.00.
