pedal position vrs. throttle plate position 6.1 hemi

i have a 2010 dodge challenger srt8 6.1 hemi. when i datalog i have notaced that when at wot the data log says pedal position 100% throtle plate says 79%. this may be a dumb quetion but. should the throttle plate open all the way to 100%. and if so is there a way to recalabrate this to make it hapen? i am an old school carb guy and am still learning this electronic stuff. i was a machanic for over 15 years and now i am an electrician so i can uderstand things easily when explained. just need a little help to learn this stuff.
any help would be great

the pedal starts at 0% and goes to 100% there is no relavancy to it's position
the blade is already opened opened a certain percentage because it can't be shut to zero or it would be jammed in the throttle body.

plus any blade position within 20 degrees of parrallel to the throttle body bore will give you full power.
