I"ve been told that I can send in my u7192x to be unlocked and board updated. Can it be unlocked/updated and changed to a u7191 board for my 06 Monte Carlo ss

No. If it is a U7192X, it is already an 'updated' style tool, which there is no further updates for....

would i still be able to send it in to get unlocked

It can be unlocked fro $129 by filling out the return form, then we do it over the phone.
